I understand that you hail from Rajasthan and pay your fees through the E-Mitra facility of the government and subsequently do the payment through your uncle's debit card and so now you are concerned about how to receive the refundable fees.

Since you did not mention the name of your college of study, we would go with the general methodology for getting the refundable fee which is that you have to visit the accounts department of your college and show them the payment receipt for successful payment of fees and then if you are eligible they would give you an account bearer's cheque with the amount that you are supposed to get as the refundable fee.
