Hello Kiran,
Yes you can. But it depends upon your desired college admission policy. Some college don't facilitate brach change option to candidate. For example, most of Uttar Pradesh Technical University affiliated colleges provide branch change facility to diploma holders. You can get direct admission in 2nd year irrespective to your engineering stream in diploma.
