Yes..you can get a govt. College under CEE.
But, because you scored 100 marks which is not so good,and since you belong to general category...
There is no chance for the top colleges under Assam CEE (like AEC)...
But you will definitely get admitted in other college (govt.)

As per your marks your mark is not good enough to get admitted to top colleges under CEE like AEC, JEC. But you can get other colleges which comes under CEE like Jorhat Institute of science and technology {JIST) Bineswar brahma engineering college (BBEC) and barak valley engineering college.
