Yes, Ncc certificate will help you to get admission at the time of counselling, you can submit your certificate and bcc category with 420 marks is good..
Hopefully you will get seat in andhra pradesh.. But I'm not sure about government college because as you know, for government college you nees 500+ marks ..but as you say, You have ncc certificate and bcc category, this will help you to get admission in andhra Pradesh medical college..
