Please mention the exam and the course you want to apply for because  the question is totally incomplete without it. However in most of the exams you can apply for spot admission regardless of the college you are currently in and even if you have not got any college you can apply for spot admission.  Example: If you have a seat in Jadavpur university via wbjee in a course like metalurgy but you wanted CS you can take part in spot admission for CS .
