You are on a borderline of getting a college in haryana. Although you cannot get a college in Delhi even after you have a domicile of delhi. According to last year's cutoffs of haryana it'll not be possible to get a government college in 1st round of counseling. The last marks to get a government college was 526 and the candidate got Maharaja agrasen medical college, Agroha.
However you still have a chance of getting the same college in the 2nd round of counseling. The last candidate to get this college scored 524 in neet.
You can still keep a hope.

Shaheed Hasan Khan Mewati Government Medical College, Nalhar ( cut-off of 531, you have lesser chances ).
