As your query is you applied for the counselling procedure and you freezed the seat alloted to you in the 7th round of counselling and you want to know whether you can go for special round of counselling or not. 

I would like to tell you that you can go further for any round of counselling only when you have kept the seat alloted to you in the float option else there is option left with you , you have to go with the seat alloted to you . 

Also since you have kept your seat on freeze option therefore there is no option left for you , you have to go with the seat you selected.
