Yes, you can apply for CLAT 2020. You can even obtain your class 10th marksheet from an app called Digilocker. It is a government handled application which provides all your official documents online with authentication. From there you can access your class 10th marksheet and upload it in the documents section while applying for CLAT. It will be considered valid. I've provided the link of the application below:
