State quota seats are filled separately by state. If you want to take a chance in All India quota you can apply there too. Selection in state quota of your state of domicile is relatively easy as compared to all India quota. So if you are very sure of your chances in state quota, go ahead without attending for all India quota ,so it is NOT mandatory to attend ALL INDIA counselling before state counselling.
