As you have got 86.42 in civil engineering diploma and your category is general or open , and you are looking for Lateral entry in second year of B.tech, it will be quite difficult to get admission in walchand sangli , as the cutoff  to get civil engineering in walchand sangli is around 90%, but you can still try Management seats or go to the college directly to ask for some relaxation.
