The merit list of JAM is released by JEE on 19 March. You can check the merit list on their official website, follow the below given steps to check the merit list.

Click on the link present on their website.
Enter login details.
Click on submit.
Download the merit list after checking your result.

And no if you didn't qualify the exam there's no other way to get admission in IITS.
