No there is less fee and scolarship depends on merit

German and most European countries provide almost free education with no tution fee they just charge few euros for the transits and other facilities moreover as the tution fee is nill so the options for any scholarships are not available as per my knowledge but the university charging tution fees could provide scholarships in most undergraduate courses
