Most of the college doesn't allow this .you have to do the similar btech what do you done in polytechnic.

You have to choose the college which offers you these kind of admission .some college have LEET exams.

Yes, it is possible to change your branch in Btech from what you've done a diploma is a polytechnic college. But that depends on the institution you are seeking admission in. A few colleges allow it and some colleges don't. So, you should contact the college that you are trying to get admission in.
