The basic eligibility criteria for civil services examination is that the candidate must hold a bachelors degree in any discipline from a recognized university incorporated by an Act of the Central or State legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University or Candidates with professional and technical bachelor's degrees that are recognised by the Government are also eligible to apply example MBBS, BE etcetra.
So,a Bachelor's degree is needed for appearing in the civil service examination.

Yes, you are eligible for upsc exam. According to the eligibility requirements, a candidate must hold bachelor degree. There are some other eligibility criteria as:-
A candidate must be age of atleast 21 years and not be more then 32 years for general category (Relaxation for reserved category).
