In UPSC civil services exam they ask for your graduation degree, it doesn't matter from where you have completed you 12 or equivalent but the institute must be recognized. Same for the graduation you have to complete your graduation from any course/field and from any institute but the institute/university should be recognized and approved. So yes you are eligible to give the UPSC exam if you have completed your 12th from NWAC also.
