You have less chances of getting this college with this rank as Bhilai Rungta is a good state level college of Chattishgarh. Since you are targeting civil, it is not as demanding like CSE and ECE, so if you wait till all the counselling, you may get a chance to get the seat. You have not mentioned your category in the question. It would be difficult for you if you are of general category.

If you are belongs to general category then there is a less chance of getting RCET  rungta college as compared to sc category. But you have to wait till the last counseling there is much chances of getting civil branch.last year some of my friends get a civil branch in RCET rungta.some of them are not able to get good rank but they get a civil branch.
