If you're pass then yes you're eligible but I guess with 28 marks you're are pass. Just let me know with your board is it cbse or any other state board so that I can provide you exact information.
You need atleast 33% marks for pass in cbse which 33 marks if your paper is of 100marks

I am sorry to let you know that the passing criteria is 33% so as the total marks of math is 100 you need to score at least 33 marks to pass.
