That is quitw unfortunate. But NEET exam is from 2pm to 5pm and you have to be at the exam hall atleast by 12.30pm. Which means you have to complete your NIOS exam by 11.30am so that you can reach the exam hall. Now we do not know your NIOS exam timings but technically if you can pull it off, it is good. But you will be under immense pressure.
