She will be a non-local as far as I can see. Pls see the rules in Annexure III in the EAMCET brochure

For the local or non local judgement criteria, you need to have one of the following parameters:

1. Completed 10 and 12 from the same state.

2. Parents' domicile of the same state.

3. Student's domicile of the same state.

So, if any of the above parameters are matcing, you can claim to be a localite.
