As the student has got only 79.%ile ,his all india rank will be around 2.5 lakhs and the cut off of various NITs are based on All India rank.

None of the NITs take students with less score .You can visit the link given below to see the opening and closing rank of the NITs.It mostly lies in some thousands rather lakhs.

Even he is a SC candidate still he will have to score more than 85%ile to get into NITs.

According to the survey and previous record a student needs to get a minimum of 96 percentile in all category to get into NIT. 

But there are some priviate and state run universities which accept JEE MAINS marks for admission into undergraduate course.
