Dear it depends mainly on the number os candidates attend each round of counselling and the number they have scored.If someone has scored good marks obviously they will get a seat first and if a candidate miss the counselling then that seat will be given to other eligible candidate.So there is no fix criteria to tell wehther the list will change or not.
