IF you alloted the seat and also paid the fee then your seat is confirmed , and you should report to the college.

As you did not report to the college for admission then your seat may cancelled  and you have low chance to refund your money full or may be not.

You should visit once and ask them for admission  if you are no interested in the taking of admission then you can challenge for fee refund.
