sir, though we paid full fees in the first 3 years, and if ,now our income is less than the stipulated limit, then, can we change to tfws for 4th year.

Dear student,

It depends from college to college. Some colleges take a record of such students whose income is less and grant tfw to them. So you can ask the authorities of your college and the be updated about the dates so that you do not miss anything. The students who had not availed tfw earlier can surely avail it afterwards if their family's income drops down. So you need to worry much.
