OBC NCL means non creamy layer who are elihible for the hoverent sponsored educational and professional benefit programs. And the OBC CL means the creamy layer used for wealthier and better educated  of the Other Backward Classes (OBCs) who are not eligible for government sponsored educational and professional benefit programs.
