For video editing any laptop with a dedicated graphics card and 8gb ram would be sufficient. Having a SSD would be a plus point as it will significantly reduce boot time.

At a budget of 70k you have many options available. From my personal experience I would suggest you to go for ASUS TUF series laptop. You will get GTX 1050ti with 256gb ssd. That would be more than enough.

Keep an eye on sales online as they will give you good discount.
