Yes, there are many Govt. colleges which take admission on the basis of your JEE Mains score , and also they are not included in JOSAA counselling . For those you can try state level counselling in states like Haryana, Punjab, MP ,Uttarakhand , Odisha etc .You will definitely get some govt. college there.

These states have their own counselling authority. For example In Haryana the counselling is done by HSTES (Haryana State Technical Education Society ) . You can apply to these counsellings . The process is same like JOSAA counselling like as to fill your choices , lock them etc.

So you can check the counselling dates and other information on the respective state counselling portal .
