First of all in which college u have taken the admission.. in such cases most of the privarte college wont allow the document without paying fees but if discuss your problem with them they might gave u the document . For further query about this reply this .

Which college did you join ? In most of the private engineering college they won't allow you to withdraw your documents untill you pay their fees, but if you discuss your problem with the management authorities they may give you certain concession but without paying any fee they won't let you withdraw your documents.

You must talk to your faculties or staff of your college and tell your problems so that they will give you transfer certificate. I think some amount you have to give because you have taken admission. You will surely get your documents back.
