Yes there could be a 2nd phase counselling for AP-ICET, 2019 but till today there hasn't been any official notification regarding the same. Till now only the 1st phase counselling details have been annouced by the authorities still some information is yet to be announced. Below I have provided the schedule for TS-ICET 2019 counselling : 

• Certificate/document verification - 8th to 11th August, 2019.
• Option entry starting - 8th to 12th August, 2019.
• Freezing options - 12th August, 2019.
• Release of provisional allotement results - 14th August, 2019.
• Payment of tution fee and candidate reporting through online mode - 14th to 17th August, 2019.
• Reporting at allotted college - To be notified.
