Yes, The residence certificate is to be produced compulsorily if you  have resided in the AP State for a total period of 10 years which is excluded such as periods of study outside the State, or either of your parents have resided in the State for a total period of 10 years excluding periods of employment outside the State. If this condition applicables to you then you need to definitely submit the Residence Certificate.
