EWS(ECONOMICALLY WEAKER SECTION) certificate is issued by each and every state government and no one can deny it if you are eligible.

Also you can't use income certificate as the proof for EWS certificate because this certification also has a criteria of owning non agricultural land and others. These are not at all proved by income certificate so you nees a proper ews certification for the eligibility.
