If you withdraw your seat from any type of counselling then you will not be eligible to take part in that counselling again, now you need to wait for one more year to take part in the counselling after giving the entrance exam again.

But you can participate in the spot/special round of counselling and this step is only in some of the universities not all of them so before taking the withdraw alway think pros and cons.
