SSC have taken my payment double times. the first time payment get failed but debited from my account and again asking for payment ("you haven't done payment yet") second attempt payment get successful ultimately payment debited twice from my account. could I get my refund?

Such kind of problems have no sudden rules published by SSC. I would like to recommend you to contact with the SSC Regional Office by any means and discuss your problem out. If there is any process available they will guide you out.
