The only difference between SPS and IPS examinations is that SPS is conducted at the state level and IPS is selected on exams done on all India Civil Services Examination also called Union Public Service Commission (UPSC). Even Union Territories SPS are also chosen through UPSC examinations. Selection is based on the choice and merit of the candidate.
