State quota is available for the state in which you've domiciled. So the state from which you hold a domicile certificate is the one where home state quota will be applicable for you. All other states will come under 'Other state quota'.

I am from Bihar and had completed my board from up. Which one is eligible

It should be UP because it is the place where you've completed your schooling and thus the board. Still you should check up the guidelines of home state and other state quota. that would clear it. mostly it should be UP only.
