Since, you have not mentioned any particular college or a hostel, I'm going to answer in general taking both the cases in mind. Most of the colleges don't have any strict policy regarding the outside movement of the students. The students are allowed to roam about in campus and also go out of the college in most cases(especially when their classes are over or when they do not have any class for a long time). However, when classes are going on you ate required to be in the class and on time.

In case of hostel, you are allowed to go outside but it is within a given time period. Most of the hostels ask the students to be back into premises before 8 (mostly girls) and if you are going outside then you have to talk to the warden about it.
