It's very rare to find a college where you can do b.com hons without maths. In delhi University you can't find while in other universities you can try by giving enterance exams for example Narsee Monjee university, Christ University,St.Xavier University,Symbiosis Pune.

You have plenty of options for B.com. without Maths. Starting with

1. Delhi University. There's a course B.com(pass) in which therest no compulsion of maths. Many colleges offer B.com(pass) like Ramjas, Karori Mal, Hansraj etc

2. Jamia Millia Islamia (New Delhi) b.com(honours)

3. Jamia Hamdard(New Delhi) 

4. Banaras Hindu University (Varanasi)

5. Aligarh Muslim University

6. Lucknow University

7. Panjab University

there are number of private universities which offer the same programme without any compulsion of Maths in class 12th
