I dont think there is any refund after the counseling process. As well as you have also verified your doccuments too. For this you need to conact the main university may be they will provide you some solution. So kindly contact them and ask for the refund of fees. As per my view before counseling there is mention that fees is no refundable but to make sure contact them. If there is policy that  they can refubd the fees of the candidate and cancel the admission then they will forsure help you out. All the best have a great future ahead.
