No you cannot apply for that.

Read the lines carefully. JEE counts the year from the board appearing year.

So you can give your JEE advanced (hopefully) in 2019 and 2020 while mains in 2019,2020 and 2021.

But if you are determined to give in 2022 then the only way is you have to give improvement of your board exams till 2022. Then your 2022 will be counted as the board year.
