The speed of light is maximum is vacuum it is approximately 300000 kilometer per second in a vacuum, As there is no particles in vacuum the light rays does not collide and loose its speed. But as other medium has particles present in it due to which the light particles slows down this is why speed of light in vacuum is maximum.
