If medical certificate is not mentioned then it will be not required , i think you are talking about counselling so may be at the time of counselling medical certificate is not requuired but like many colleges at the time of admission it will be required.

Because it is the proof that you are fully healthy at the time of college enter.

If you bring it with you then it will be good for you !
