As per my knowledge this is for third year but it even depends on college as well for more details regarding this i will let you know my friend

hi pavan ,

not all colleges have NCC facility . but there are some colleges that provide you NCC facility . you can visit the colleges official website into which you are willing to join and check for the facilities .
