Generally almost all Degree college and hostels and UG and PG hostels will allow mobile phones but not to be used during class hours.

Yes definitely, every college allows mobile phone. Hardly any college you will find, which do not allow mobile phone. Yes, when the classes are going & you are using mobile in the middle of a class, that will definitely not be appreciated.
