I would like to say that never estimate an competetive exam with certain decisions in mind,It is an All india entrance exam,so weightage from NCERT would be precisely more compared to other state entrance examinations/NEET.

As to filter out the best .Yes,Negative marking criteria is must and best option for selecting the eligible candidates.
