If you do not have your newly issued OBC-NCL certificate to upload in NEET Application form, then you do not need to worry, because you can upload a self declaration form for OBC-NCL Certificate.

You can upload a self-declaration form or simply an affidavit, stating that you do not have a newly, fresh OBC-NCL certificate at time of registration but you will issue a new one from tehsildar and will submit the new certificate during the time of counselling. The self-declaration will be the proof that you do not have an OBC certificate now (at time of registration), and you will give the OBC certificate at time of counselling for verification. This way you can submit the NEET UG Form without ant hassle.
