As we know that there are certain fixed number of government seats in all colleges in all states. The number varies from state to state. Apart from IIT, NIT and IIITs there are seats in different states. IIT, IIIT and NIT are government seats.

For 16 IITs in India, there are more than 10K seats and 15 K seats for 25 NITs and 1K for IIITs. Out of these seats, 7.5% are reserved for STs.

Different states also have different number of seats for engineering. States can have different number of reserved seats. Reservation in one state can be higher and lower in other.
