Yes, Residence Certificate is required for non local students if and only iff you have resided in the State for a total period of 10 years excluding with periods of study outside the State or either of whose parents have resided in the State for a total period of 10 years excluding periods of employment outside the State. It means that if you have stayed in outside of telangana for more than 10 years excluding the period of study outside the state, then you need to submit the Residence Certificate at the time of counselling.
