TUITION FEES PAID BY THE CANDIATE NOW IS RS.0 MEANS WHAT DOES IT MEAN THAT I HAVE TO PAY ALL THE FEE THE GOVT. WONT PAY FOR ME HALF FEE.

And when it is said studenr is paying Rs0 that means they have full scholarship
