Congratulations On Qualifying UPSEE and scoring a good rank. HBTU was earlier Known As HBTI when It was affiliated to AKTU/UPTU but from last year If has Opted Out Of UPTU and became university on there self. Still you can try for IET I guess they have MBA too as it's main Branch Of UPTU and your rank is also good enough. 

Other than that You can Try To get in touch with Management of HBTU as ask Them For admissions on basis of your UPSEE score. As you have scored great Your chances are high.
