Yes you can participate in CSAB counselling, if you are unable to get a seat through JoSAA counselling based on your rank. There is no limitation of the state. CSAB is just a spot round which enables students who didn't get any seat through JoSAA, get a seat in the vacancy created during JoSAA. So go ahead with it.
