You can still fill out the Step-1 of the CSAS portal even if your OBC certificate hasn't arrived yet. Choose the appropriate category and submit the application, but you'll need to provide the certificate by the specified deadline. If the certificate doesn’t arrive in time, consider applying under the General category or request a provisional certificate from the issuing authority to avoid delays in the admission process.
